In equality of Tax threshold and Pension

The tax free threshold is $18200 ( approx $700 per fortnight )
$18,201 – $45,000 16% 16c for each $1 over $18,200
Not being an expert ? why cant a worker earn the same as a pensioner tax free
A worker who earns for example the $29,028 has to pay $1732.48 tax and I don’t know what the concessions are available to the worker it just seems like an imbalance that hasn’t been thought out
Can anyone educate me on this matter as I am off the opinion the government of the day dont want to acknowledge it
