    If the police will not/cannot take action against the thieves, they should be named & shamed by the retail outlets. Have a board in the mall or shop which has a photo of the culprit. Also, ban them from the store.
    Supermarkets should investigate the true cost/savings of having self serve checkouts.
    Instal more CC TV cameras in the store.
